We prototyped a tool to evaluate water neutrality for urban growth scenarios with input from local government, community, and industry.

Overview

Our challenge in this project was to prototype a decision support tool which would enable local government, the local community and other relevant partners such as regulators and water utility companies to collaboratively plan and evaluate the environmental sustainability of urban growth planning scenarios using co-designed water neutrality indicators.

Approach

We followed a user-centered design process for this project. It includes these key stages in product development:

  1. Research
  2. Analysis
  3. Design
  4. Testing
  5. Implementation

We also reviewed literature on the best practices for creating decision support tools and identified the common problems in such tools and the key goals they should allow users to achieve.

Common problems in decision support tools

  • Excess complexity built into these tools overwhelm even the expert user
  • Excessive number of design variables may hinder interpretability
  • Only some studies do incorporate stakeholders in the development of the PSS

Key goals of decision support tools

  • Gain insight into the nature of the planning object
  • Learn about other stakeholders
  • Increase collaboration among stakeholders
  • Share information and knowledge among various stakeholder better
  • Find agreement on key problems and best solutions
  • Perform key tasks more efficiently
  • Make better informed plans or decisions

We also talked to users to better understand their needs and priorities. These discussions helped us understand that this tool would be mostly used in a workshop settings, so the user interface should be minimal and easy to read both on larger and smaller screens.

We also identified key goals of each user, which helped us prioritise product features in prototyping and development stages.

The key users and their goals were:

  • Greater Manchester Combined Authority - Explore VDR to inform the setting of rules needed to reach 2050 goal on managing flood risk
  • United Utilities - Explore VDR to inform the setting of rules needed to reach 2050 goal on surface water to sewer standards
  • Strategic town planners - Explore VDR together with United Utilities and Environment Agency to develop a collaborative plan for reaching 2050 growth targets in a sustainable way

Impact

Involving users in the early stages of the product development had a number of positive impacts such as:

  1. Better understanding of user needs: user research helped us identify the needs and frustrations of ‘trilateral’ group who would be using this Decision Support tool.
  2. Increased stakeholder buy-in: if the stakeholders feel that their concerns, needs and frustrations are taken into consideration, they are more likely to provide more feedback and answer questions that might arise throughout the project.
  3. Iterate and validate designs: testing and validating designs early on with the users increased the chance of getting the design right and saved time and cost later at the development stage.

This project is still in early stages of development. Further testing of the working version will allow us to understand the users and the context in which this tool would be used even better.

If we are successful and can create an effective decision support tool for evidence-led water neutral place making, it can have a number of positive impacts:

  • Improved water management
  • Reduced water consumption
  • Cost savings
  • Enhanced resilience to climate change
  • Better environmental outcomes

If this proves to be a successful tool, it could also be applied to other regions besides Greater Manchester.

Lessons learned

The primary obstacle in this project was fostering efficient communication among user researchers, scientists, and developers. During various phases of the project, conflicts arose regarding the prioritisation of features in the minimum viable product. To resolve these disputes, we consistently reminded ourselves of the needs of the key users and the issues they were attempting to address. Our goal was to enhance collaboration among the “trilateral” group and to enable them to make data-driven decisions without adjusting the mathematical models supporting this tool. Ideas that did not align with these objective were de-prioritised.
